Hello! Anti-Comintern Pact Invitation you got was correct, as it should be sent to:
  1. All countries with Fascist government, or
  2. Any non-Communist neighbors of Soviet Union, if are in Europe, Asia, or own more than 30 factories.
Turkey should get this event more often than you experienced so far. With your help, we have now confirmed the issue and added it to our database!
