Here's some info from my game, I'd like to know if I should be civilized by now or not. If I should be, is there a way to edit my save file?

Date is January 19th, 1875
I'm a liberal democracy, ever since I allowed the Dutch to vassal me for technology
Prestige is 397
Industry is 126
Military is 1 ( I have 8 corp, 1 with guards brig, 1 with arty brig, 3 of those corp are cav/ dragoons; I also have 3 Men of War, 1 frigate and 4 transports)

Technology levels are:
Army 9
Navy 7
Commerce 10
Culture 14
Industry 10

I think that the military requirement is 10 and is the most difficult of the three categories for uncivs (other than China) to achieve because you need a lot of unciv divisions to get that score. Japan can also achieve automatic civ status by events so you may have opted for the 'wrong' decisions for it not to fire.

Without knowing what version of the game you have installed, nobody can help you. Sometimes the requirements change when you install a patch or a mod.

Read this, it might help.

Although here's a hint: you weren't supposed to Accept the Dutch Letter. You were supposed to choose 'No' and wait for the Meiji Restoration event chain.

Sorry, I meant to post it's Revolutions with the VIP mod. I believe it's patch 1.4. Would you know roughly how many units I'd need to be civilized? Looks like the only tech I'm missing is iron steamers. Thanks for the advice!

Here's my status now, any more ideas why I'm not civilized?

Industry is 176
Military is 6

Technology levels are:
Army 12
Navy 15
Commerce 11
Culture 16
Industry 13

I have all of the required technologies listed on the wiki and I've been at my military score for about 2 years. I also randomly got Hawaii so that's cool. Anyways, I'd like to conquer Korea now but I'm not civilized yet....

Even if you have all the required techs, you'll still need the 'Ministerial Government' invention to fire. I think it comes with the Empiricism tech.

You have 6 Mil so you probably don't need to build any more units to meet the requirements.

1895 and Japan still isn't civilized, that's unfortunate. Next time you're Japan, read up on the Meiji Restoration chain so you'll know what to do.

I'll read up on that. I think I'm just going to abandon Japan for now, and start fresh another time. Thanks for your advice!
