Two nuclear facilities same time (Germany)

I have build one on continent (Germany) and then event with heavy water plant in Norway fired. Now i have 2 reactors. Is that mean that max lvl in my game is 9, can i develop both to lvl 5 or higher? One is blocked or what ... This should be amended in events and Norway facility shouldnt fire if any reactor exist (or is building). That s common event in many mods. Solution: grant independence to Norway ?

Yes, this will solve the problem, you can also remove the reactor in the save file.
