Well, I don't know what happening with my game, but something strange is happening.
I decided to play with Two Sicilies. In the begining of my game I anexed Tunisia. But when I look into the production screen of each of Tunisia's provinces, it is 0.00, and the money production is 0.00. Well... it is not that important to Two Sicilies the money that would come from this colony... so I kept playing.
I continued playing and I unified Italy... the same problem happens with Sardinia.
As I never liked reactionary governments, and since the begining of my game the Reactionaries were in power... I tought this could be some tipe of reactionary bizarre thing, so I changed the government to conservative, to comunist, to liberal... and the problem wasn't solved.
Someone knows what is happening?
Where can I find the archive where can I solve this problem, if there is any way to change this?

I have Victoria Revolutions, updated to the last patch.

Click on the button in the upper left corner of the main screen, the one that looks like a tiny piece of map. You'll come to the territorial management screen, and at the bottom of that you'll find another button which will take you to where you can manage transport convoys. You'll need to check that the convoys are managed automatically, and then make sure that you have clippers or steamers in your stockpile, either by producing them or by buying them off the WM.
 
Thank you all for the answers. I didn't realize that Victoria, like HOI, has this issue too. i think all nations that I played have a initial stock of clipper convoys, and Two sicilies was the first that begun with a large navy and no clipper convoys on stock.

Now I can manage to create my Italian Empire correctly =D
