Typo in an event option

Description​

The event incident_generic.1 has a typo in its second event option.
The english localisation counter-part for incident_generic.1.b is "Thre is no need to include [pu_hre_country.GetName].".

Steps to reproduce​

1. Open emperor_content_l_english.yml and search for "incident_generic.1.b".
2. Observe that it starts with "Thre" instead of "There".
