In the ACOK scenario, once the war is won, Tywin can name his successor through an event. If I recall correctly, he can choose between Jaime (thus recalling him from the Kingsguard), Cersei (ugh) and Tyrion.

Is there an option to pass everything to Kevan?

To me it would sounds as the most logical choice.
 
Let's assume Jaime refuses to leave the Kingsguard (highly plausible), or the current king forbids it.

Then what? It would either mean Tyrion (no way if Tywin has a word on it) or Cersei (and that would mean that her sons would inherit Casterly Rock, and they are Baratheons on paper).

Casterly Rock going to Kevan (or, if he's dead, to his sons or some other branch of the Lannisters) is the most realistic and believable outcome assuming Jaime doesn't leave the Kingsguard.
 
Tywin can't just pick and choose his heir. Assuming he had Tyrion disinherited and Jaime refused to leave the Kingsguard, Tywin can not on his own decide to bypass Cersei and hand Casterly Rock to Kevan.

The event is about Tywin trying to manage the succession of his children, not nominating the most fit successor (ala Patrician succession). So yeah Cersei is the only other option.
