UK surrender bug

If the Axis manged to push UK out of the war and Italy is part of the Axis, Italy remains as the only Axis remember stil at war with both UK and the allies.
This is an iterating error because it makes the Axis dragged closer to more unwanted conflicts with the remaining Allies and USA.

Adding a peace command for italy in event 66 should solve this.
