Oh, erm, in the view of the later Armenian-Turkish history, that could be... awkward. :S Not that it is intentional on the part of Paradox, obviously. Just... potentially problematic, but it is very likely that they did not realize this implication. Of course, Mahmud II himself lived and reigned long (he died in 1839) before that rather infamous episode so... *shrugs* Trying to be sensitive as much as I can in writing this, but I apologize if this offended anyone. Again, this is a very awkward subject, so admittedly not sure how to navigate around this potential minefield.
Weird overlook on our behalf; we're fixing it and changing it for another mission icon for 1.36.1.
The mission text doesn't even match with the reward, it's also quite annoying that out of the 3 reforms Armenia gets. 2 are in the same tier, so you can only have 1, and the other one, is just complete garbage.

Also, I don't understand the point of giving unique reforms that are so bad it's way better to take generic ones:

The Nakharar Title is just a shit reform. (I know took Tax meta, but I didn't need Manpower when I took it).

The two military reforms have some justification. One is for a defensive posture and one is for an offensive posture. A question remains as to why Tinto went this route instead of granting a country modifier or an evolving government reform.
What Hezekiah says, both reforms are complementary, one being Defensive, and the other Offensive. The first was introduced as a free reform in 1.35 for Caucasian countries, this is why we decided to create a new unique, Offensive one for Armenia, so there are two different options to pick from.
