Unable to build new holdings in some volantene provinces

I got an issue in following provinces: Volantis, Volon Therys, Valysar, Selhorys and Temple of Lord of Light.

Iam unable to build new subholdings, although there are free places. For example i own Volantis, having its primary and 4 subholdings(natively in every bookmark). Volantis has a maximum of 6 subholdings, but if i scroll over the 5th holding, its grey and theres no tooltip, like at the 6th(which is normal cause you have to build number 5 first).

Does anyone know a fix?

They probably need baronies defined in landed_titles. Will check for the next version, thanks for reporting.
