Description​

I am playing as the Aztecs. I reached the required admin tech to be allowed to build the Panama Canal. The option to do so was visible when I clicked on the province. Then, I completed the mission 'Connecting Two Oceans'. One of this missions rewards is to be allowed to construct the Panama Canal without the required admin tech, but I already had this admin tech when I completed it. Upon clicking on the mission to complete it, the option to build the Panama canal disappeared. What most likely happened is that the mission reward is programmed to change the flag determining whether or not you could build the canal, regardless of whether you can or not, causing it to flip to false if you were already able to build it.

Steps to reproduce​

Playing as Aztecs reach admin tech 22, then complete the mission 'Connecting Two Oceans' before constructing the Panama Canal.

Does it help if you stop promoting settlement grow or whatever else is currently preventing you from constructing buildings? AFAIK canals are not shown if there is anything else preventing you from constructing them except the money.
