Unable to build transport ship as Primitive (Kiche)

Description​

On Selecting "build ship" from the build menu or the province menu, it is possible to click on transport ships (canoe, cog).
But from the build menu no province is selectable and form the province menu the button has no effect.

Steps to reproduce​

Start a game with a primitive nation. Select "build ship".
