unable to choose sea provinces when customizing travel path

Description​

whenever I attempt to customize my path for travel, for example when traveling to an event like a feast, I am unable to choose sea provinces. when I click a sea province, it just rejects it, as if I had clicked an unpassable terrain province like a mountain.

Steps to reproduce​

1. travel for any reason
2. customize path
3. attempt to add a detour through a sea province
