Unable to convert to english culture as William The Conqueror

Description​

Unable to convert to English culture while playing as William The Conqueror. Even though the pacification level was high enough to fire the decision it never did. The Harrying Of The North never ended even though I murdered Hereweard of Oslac. This makes the Norman Yolke achievement impossible.

Steps to reproduce​

Raised the pacification level to the correct amount, I also murdered Hereweard of Oslac and that didn't work. I have attempted this over multiple playthroughs now.

Hello there! For the savefile you have attached, I see that you have level 8 of pacification, which is not enough to enable "Embrace English Culture" decision (required level of pacification is 16). Let me know if issue persists if you achieve high enough level of pacification!
