Started the game as Aegon Targaryen and long story short, I have conquered all of Westeros except Oldstones since it's a ruin. Yet the option to create the Kingdom of Westeros is grayed out? What am I doing wrong here?

It would be convenient if anybody knew the even id.
 
Did you by chance form New Valyria prior to your western Campaigns ? It seems that you can't form both or at least no Westerors after Valyria.
 
You need to need to completely control the dejure territory of at least 4 of the 8 Kingdoms of Westeros. Also it only checks if you meet this requirement once a year, so you may need to wait a bit before you can use it.
 
Apologies for taking so long to respond. I didn't chose to form New Valyria and I am the top liege for every single province excluding this one county in the Riverlands. Could it maybe be because I chose the bleeding years starting date?
