Unable to edit used rooms [Not a Bug]

I have this annoying problem that I cannot edit used rooms.
eg an occupied cell that has a shower but no water pipeline but I cannot build a pipeline (it shows red). Only way to do so is to send the prisoner to solitary and then I can edit the cell (because from then it is not occupied anymore).

More annoying is that I have 'events' on and now I'm getting fined for having weight benches on my yard but there is no way I can sell/dump/dismantle the weight benches. Also I cannot remove my yard (also turns red).

Those fines are 10k and thats a lot of money

I hope someone knows the answer to this problem.

Is the Prisoner a Gangmember?
You can't edit Cells from Gangmembers for reasons....

Ah, I did not know that.

But thats just the cell part.

Why can I not edit my yard? I really want to remove those weight benches but I litteraly can't move/sell anything in my yard. Not even at night or when I send all my prisoners to their cells.

if you have gangs enabled, gangs take over Yards and Common Rooms,if you let them.
you need to check that in your security informations.
If you have lost a common room or yard, you need to place a shitload of officers there to take it back

little hint: if you see a gang banding together, find the lieutenant and arrest him. this will disperse the gang and stop them from making a so called "play"
