Unable to enact Female Only Gender Law

Description​

The attached pictures tell the story. Shouldn't the warrior queens cultural tradition override the royal prerogative cultural innovation requirement? I understand that I'd normally need the royal prerogative innovation and high crown authority to go with female or male only gender succession law (this also has to align the my religion). I think this is a bug (not working as intended, so reporting).

Steps to reproduce​

Try to enact female only gender law with warrior queens cultural tradition.
