Unable to lead armies?

I don't have the incapable trait or anything, and I'm not a counciller, but I can't make myself lead armies?

Is crown law really low so you can't set generals in levies? Are you a woman with low to no fighting skill? Are you just oblivious and not seeing yourself on the list of possible generals?
