Unable to make Portuguese East Africa a state

i can't remember the name of the state, but the portugues part of africa, on it's east coast, can't be made a state, as far as i can tell. I've played as Portugal, Germany, and China(<--- made everything else in africa a state), and none can make it into one, any suggestions?

You should only be able to make a state of a colony where at least one of your provinces has a majority population of your home culture. I suspect the hordes of unemployed Chinese and the very mobile German POPs let you create states before. The Portuguese are just too satisfied at home with your rule

it's not that, i don't think, normally, when you put the curser over the "Grant Statehood" button, a tooltip comes up, with this one, it doesn't, but i'm sure there was a heck of a chinese overpopulation there, just like in all my other states, hehe
