Then you have not removed everything, since if you had the CD would not have any reason to think the game was still installed.
For DD you may have to alter the Uninstall instruction to conform with the different DD install.

The manual uninstall instructions cover the three areas you need to delete stuff.
The folders, the installshield and the regisrty.
If you clean out all three of those of any Mention of DD, Doomsday, HOI2, Hearts of Iron 2, then you should not have a problem.
Run searches on all those terms in all three areas to find the problem.
