Unable to remove Strong nobles modifier when playing as reformed Georgia

Description​

The event that grants the +20% "strong nobles" modifier fires when the player enters the game as Georgia, even when reading a save. This means that as a reformed Georgia, if it completes the mission "Preventing the Collapse", then quit and reload, it will be unable to remove the "strong nobles" modifier.

Steps to reproduce​

1. Start as a custom nation capable of forming Georgia and form it
2. Complete the mission "Preventing the Collapse"
3. Save and Load the save, which will fire the event
