Unable to save game after update 1.9.6

Description​

After updating to 1.9.6 I am no longer able to save my games. I have tried to increase my pagefile size in Windows to 32GB as suggested in a post similar to this from a couple years ago, I have tried to disable steam cloud saves, delete all save games. What did fix it was downgrading to 1.9.5 which is strange. I get the error message shown in the pictures I posted. I have enough disk space available and I have enough steam cloud space for the save. The game is not blocked in my antivirus. I tried to re-install the game and I still have the issue, there are no issues with permissions in the save folder.

Steps to reproduce​

1. Open game
2. Play country
3. Wait for autosave or manually save game
4. Error appears

I managed to resolve the issue, turns out the game is blocked in my antivirus but under ransomware, I also had to change this for the launcher in order for everything to work.
