Unable to Select Mamluk Naval Doctrine if Formed as a North African

Description​

The button to change naval doctrine after completing the mamluk mission to unlock their naval doctrines does not exist. Instead the slot in which I assume it would be is occupied by berber naval doctrine that allows you to raid coasts. I've also since formed Andalusia, and they also cannot select it due to a similar issue with the Grand Armada naval doctrine attached to the Andalusian culture.

Steps to reproduce​

Form Mamluks as a north african nation without changing culture, complete mission "A Naval Enterprise", select any naval doctrine, attempt to enact it, be unable to enact it due to the option not appearing.

As a workaround, you can use an UI mod which adds a scrollbar to the naval doctrine selection. E.g. UI a la Artemis
