Unable to start game due to 'Unhandled Exception'

As the title illustrates; I am unable to play my game due to an error.

Upon selection of the 'Start Game' button I am confronted with continue or quit error windor.
The following is the first line:

System.UnauthorizedAccessException: Access to the path 'C:\Program Files (x86)\Paradox Interactive\Arsenal of Democracy\settings.cfg' is denied.

I purchased the game from D2D, and had no issues with the download process. I have also uninstalled/reinstalled once.

Help is appreciated in advance.

1) run the game as Administrator
2) deinstall the game and reinstall it outside the program files folder. This is currently recommended for many Paradox games as the file protection and virtual storage function of Vista/7 create more problems than helping the user.
