Under Co-Operative Ownership, there is no way to make government owned buildings become worker owned.

Description​

As of right now, under Co-Op there is no way to make government owned buildings become worked owned. Buildings constructed by the private construction queue are still worker owned, but since the majority of construction will be government, you end up with a pseudo-command economy, but worse. This applies to old government owned buildings as well as newly constructed ones. Companies are also unable to buy government owned buildings. Another related issue is that nationalization of buildings under Co-Op is impossible.

My suggestion for a fix is to repurpose the privatize button to make it a force collectivize button, that makes all buildings it is toggled on become worked owned automatically.

Steps to reproduce​

Enact Co-Operative Ownership
Build a building using the government queue
Observe there is no way to force collectivize
Let the game run at 5 speed for several years and observe that the ownership does not change
