Mods removed from the mods folder seem to get stuck in the the list of mods you see after clicking the "Upload Mod" button in the "All Installed Mods" tab. This is with the Age of Wonders 4 launcher.

Trying to upload any removed mods gives this error: "Mod upload failed: A mod descriptor file is missing a path to directory containing the mod. Please verify it and try again."

I also have a mod that was removed and then added again. It has two entries in the list.
The second entry reflects the current name from the metadata.json file, the first entry is stuck on the name as it was before being removed.
I can only update the workshop mod using the first entry (with the old name). Trying to update the workshop mod with the second entry will create a new workshop mod.

The bevaviour I'd expect would be that the dropdown only lists mods that exist on my computer and can be uploaded, with their current names

Reloading with clearing out cached information sometimes helps.
Otherwise, you can download DB Browser and edit the sqlite database that the launcher uses. It's in a folder above your mods, launcher-v2.sqlite. (or launcher-v2_openbeta.sqlite if you're on the beta)
Drag the file into DB Browser, right-click mods, choose browse table. Right-click the row number on the left and choose Delete Record.
