Unexpected Storage behavior

Expected Result​

Warehouse set to empty is allowed to accept deliveries from local industries.
Warehouse set to fill is allowed to send out deliveries to local industries.

Actual Result​

Warehouse set to empty acts like a graveyard, stays empty, does not accept deliveries, local industry is exporting directly.
Warehouse set to fill is holding on to its content. It will never export. Local industry will import directly.

Steps to reproduce​

[Fill]
1. Place for example "Small Crude Oil Tank Farm" and set it to fill.
2. [Optional] Wait for it to hold some cargo.
3. Place an appropriate consumer. For the example in 1 something like "Oil Sludge Pyrolysis Plant".
4. See building from step 1 is NOT sending out trucks. See building from step 3 is importing directly.
5. Set building 1. to balanced.
6. See building 1. to send out truck if needed.

[Empty]
1. Place for example "Warehouse Yard" and set it to empty.
2. Place an appropriate producer.
3. Set Warehouse 1 to accept Producer 2 products.
4. See Producer 2 is exporting directly. See Warehouse 1 is staying empty.
5. Set building 1. to balanced.
6. See producer 2. to send out trucks to warehouse 1 if needed.

We just released a patch that includes some fixes for how warehouses behave which addresses this
 
Thanks for the info @co_avanya . I gave it a try today, and have to say, it is not a perfect fix, but it works.

What I mean with "not being perfect": Before and after remodeling my industry area some of my "Large Crude Oil Tank Farm" are unused. In my current “after remodeling” state, that is 2 of 4. Unused means in this case, they are full (give or take), but the industry buildings are rather importing through outside connections. The other 2 are working fine, as far as I can tell. It is the same save as above, just played a bit longer. Dunno, if it makes sense to upload it. What I didn't try yet, I think, was replacing them.

Please see the attached images for an example. They show the incoming trucks and 2 of the 4 storage facilities. Maybe you can find a user error. Or investigate further, if there is still time for a fix/adjustment before C:S 2.
