unfinished event localisation

Description​

so ive gotten this one before, but i didnt think to screenshot it at the time. there appears to be a tourney event when visiting the tourney grounds with missing localisation text (see below). im also unsure if its supposed to be triggering when it does based on the flavour text, it looks like it might be intended as an event specific to a joust

Steps to reproduce​

repeatedly visit the tourney grounds until you get it i guess, kind of a rough one. man i should have saved and flicked on debug mode to track down which event it is thats on me
