Unicode support

Not only a question of unicode. The font we use in the game would have to support all the characters you'd want to use as well.

The localisation files (yml) in EU4 are already UTF-8 encoded, only the text files (events, decisions etc.) aren't.

We might be thinking about that right now.

More properly the options should read vIjatlhbe' "I do not speak it" and vIjatlh "I do speak it", but it's clear what is meant from context so it's forgiveable.
