Expected Result​

Placing residential and office zones inside pedestrian districts should count as residents/workers and must count/unlock unique buildings.

Actual Result​

No matter how many houses or offices are built, they are not counted and do not unlock unique buildings.

Choose pedestrian area, build houses and offices.

A pedestrian area can only have one focus, so the same area cannot unlock all the Zone Buildings. Your area has a commercial specialization, which is why you have managed to unlock the commercial Zone Building. To unlock the residential and office Zone Buildings, you will need to either create two different pedestrian areas in your city, one with a residential focus and one with a workplace focus, or you will need to change the zones in your existing pedestrian area so the focus changes.
