With the -2 penalty on unit speed for units with attached artillery, the AI is completely screwed. Big stacks have a great chance of having at least one such unit, and thus all the divisions move at speed of 1 ! (just check those nice 50 units stacks in soviet union, several got ID + art -> they spend their life moving)

The incentive, I understand, was to limit the number of ID (or any other units) with arts. It would have been much better to double or triple the supply consumption of the art brigade, thus penalizing heavily players using too much of them (an ID+art would rise to 6 supplies a day, you wont make too much of these puppies), but at least the AI would remain at speed 3.

Same remarks for engineer. Everybody and his fish (just read stonry AARs) build engineers with their best units (generally panzer and mech), because of the +1 speed. Engineer should not give a speed increase, just added defence and river crossing is sufficient.

Sorry to be negative N!ghty, your mod is awersome, but really you should not have meddled with brigades speed.

Now I will restart a game, with a change to the brigade file. Thats not a big deal, but I think you should consider the issue for your mod.
 
notice that ther are some techs that improve arty speed..
at least in the proffesional 0.1 edition which im playing
