So, I often find that when I tell my land units to attack/move to a place, they move a few feet than stop. Randomly, they'll listen and actually start moving.

I don't get it.
 
It has nothing to do with that, it just modifies the save to add resources. It's not a mod placed over the game, it's like a game trainer.

I did this to test the oil thing, like you said. I experience the issue in the core game.

Sounds like the AI is turned on? and doesn't agree with your wise orders.

In the Military tab(one of them), Orders bit, lock the minister control off future and current units.

That particular trainer alters data in the memory while the game is running. Since it wasn't built to be compatible with the current betas .EXE its likely your save is now bugged due to it.

I'm not using a current beta, like I said. I'm using the official patch, which is what it was built to use. I tested it on an alternative save to see if it was a resource issue, it's not.
 
Well from what you describe it sounds like a fuel issue. You do know that when they run out of fuel they have to wait to refuel, and if they are beyond the supply line they need either to wait for the supply line to catch up or to bring them some supplies via a filled up transport right?

Edit: Ninjad by balt, its much easier to see whats going on with a save so zipping and sending to him is prob your best bet.
 
Sounds like supplies are out yes, even if you have plenty of PETROL you still need to be near a road to get supplys properly. Try flying over a transport plane to simulate supply drops, see if that helps em.
