I have an artist working on some 3d models/animations for a new unit for my HoI4 mod...but they just told me they are doing this work in Unity.

I have basically no understanding of 3d animation tools and how any of this works. Can someone help me understand if there will be any way for me to convert their files in to something usable for HoI4?

Maybe I can ask an alternate question to get an answer? What file formats could I get models/animations in that would import well to maya and then export to game formats?

If they get me files in fbx format, it looks like Maya can take those and (I presume) spit out clausewitz compatible files?

Your artist probably isn't creating the actual model/animations in Unity, as Unity is just a game engine and has no poly modelling tools that I'm aware of.
So they must be using some other software to actually create the mesh etc.

Maya can import most formats, but FBX for DAE are your best bets. You can then export from Maya into the Clausewitz format.
 
So I got my first FBX file from the artist (she clarified she's designing in 3DsMax and tests in Unity) and I can see it via a 3d viewer. However I downloaded Maya and have no idea how to get even get the import working and showing. This stuff is way over my head.

Is there someone on the forums who's an experienced Maya user that could help me convert these files to usable game files?

... it won't be easy to do this and maybe it can't be done :/

Maya have his own architecture on skining/setup, maybe FBX could have done a good job on export maybe not, maybe Paradox pluggin for exporting model will work with the experted architecture maybe not and same for animations...

Your Artist can't work in maya for this stuff ? Clauswitz engine is not like unity :/

If you can send me an fbx to test the model in maya i can say if it's possible or it will cause more trouble than remake them on maya directly.
