Universities boost qualification decay

Description​

Universities and other sources of the qualification growth multiplier such as the encourage social mobility decree also increase the rate of qualification decay for pops who are losing qualifications

Steps to reproduce​

This is easiest with wealth based qualifications such as capitalists
1. Reduce taxes to minimum to increase pop wealth
2. Wait for capitalist qualifications to develop
3. Raise taxes to maximum to decrease pop wealth
4. Find a pop that is now losing qualifications
5. Apply the promote social mobility decree in that pops state
6. Check the qualification growth tooltip, and see that qualification loss is being boosted by the decree
