Forum caused issue or is the browser boo boo ?

In a Bug Reports thread someone posted an unpacked CK2 save file, which though according to my
great memory used to behave the same as zip files or packed CK2 ironman save files, as in opening
a standard window asking to download and what directory, after simply clicking on the attachment.

Now though Firefox tried right away to open it in read mode.
Meanwhile i can still downoad packed save files fine, despite both variants having the same file extension, being filename.ck2.

Paradox or Firefox or my settings in Firefox to blame ?
Besides blaming someone, what should i do to fix that, if i can ?
 
Firefox is acting "weird" since some time in regards to downloads. I click "download" and the file (mostly PDF) gets opened in browser (and saved in Downloads). So it might(!) be a browser issue.
