So I notice that if you are a vassal state, and you have low enough relations to form relations with other states, the game won't let you join another alliance (though it will let you create a new one)
As Genoa (vassal of Milan) I ditched my early alliance with Modena, Tuscany, and the Knights in order to join one led by France. However, when I tried to do so, the game informed me that I could not join France's alliance, because France was in an alliance led by France, and that I would need to speak to the alliance leader, i.e. France.
Same thing with other alliances. Try to speak to Austria and join their alliance. Austria tells me that I have to speak to the alliance leader, Austria.
I know this is tied in with the vassalization as I then declared war on Milan, and could then join other alliances.
And I can form my own alliance, as I said, as I tested by creating one with Saxony and Thuringen.
 
yeah, I don't think that's just a vassal problem. i get the same thing from time to time; irritating.
 
Vassels seem to have to be the first into an alliance.

When you are not a vassel, and still cannot join an alliance, just wait a month. I have always found that the "join alliance" option will come back.

Perhaps there is a limit to the number of countries that can join an alliance each month (one). It seems whenever I have this problem, I am joining up with a fast growing alliance.

I had this problem in an earlier game as well (also with a French alliance), and it eventually went away. I let a year and a half go by, though, and the problem still didn't go away. And as I said, if I declared war on Milan, thus breaking the vassalage, I could immediately join any alliance. This seems to me to indicate that this particular problem is connected with the vassalization.
