I have played a few South American countries and sometimes I have tried to attack a country much smaller than mine, with bewildering results. There are a few troops on the border but as soon as I attack several full strength regiments spring up from nowhere. As the war goes on my troops are getting depleted and my economy is suffering and revolt risk is increasing but the enemy is producing regiment after regiment like weeds. I can only raise new armies depending on the manpower and money available. Every time farmers are converted into soldiers the production suffers and eventually the economy goes into debt. My enemy is behind me in every respect and much smaller yet it seems to have no such constraints. Eventually I have to give up as the enemy's supply of troops is endless. What is going on?

There are usually quite a lot of partisans forming. Unfortunately they are represented by actual regular divisions (if you're fighting a civilized country) and they're soon at full strength.
The way I usually handle it is to have a few corps of cavalry running around behind the front, attacking any partisans as soon as they pop up.
 
Also another factor is that if country is civilised it may mobilize divisions from there mobilization pool once you declare war on them which take a lil bit of time for them to turn up also yeah partisans from conquered places will rise up which need to deal with normally a couple of regular divisions left behind are enough to deal with them. Also have you got a mobilization pool if so have you mobilized ourself will give you few more divisions?
