In trying to play the new update, I have noticed that ModTek no longer creates the .modtek folder and I can't see any logs. Also, its splash screen with version number no longer shows up.

The mod SkipIntro used to skip the opening 3 splash screens (software advertising) along with the Introduction video. Now it only skips the intro video.

Anyone know if this is working as expected? Is there a mod to also get rid of those 3 splash screens again?

What I had tried to do was put all my mods in the new location based on the \Users file structure. That modinjector.exe didn't work. Went back to the mod file in the \Program Files directory structure and that worked when I ran modinjector.exe.

I deleted all the mods I had moved to the \Users structure and with re-running the modinjector.exe from the \Program files structure and switching the two flags in the D:\Program Files\Steam\SteamApps\common\BATTLETECH\BattleTech_Data\StreamingAssets\data\debug\settings.json to turn off splash screens and intro, it is now working like it did before the 1.9.1 update.

The C:\Users\*user*\Documents\My Games\BattleTech\mods is the default mod folder if you're using HBS's mod loader. If you're using ModTek you should install the mods in the same folder where ModTek is located. Unless you change the default folders.
