i try to uninstall and reinstall and tryed to delete the files but it still didnt work, i dont know to fix it that issus

You can bypass the launcher by following these instructions:
Download the attached cities.bat.zip file
Extract from it cities.bat
Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen
Run the game
