Description​

When the event to form Vichy (LaR disabled, historical mode on) gets triggered by AI GER, Vichy immediately is at war with the Allied powers, starting to interfere with the war instead of the historical situation (that is being set with LaR enabled) where Vichy remains neutral until being attacked.

EDIT: If one enables LaR, Vichy starts out neutral properly. Please teake over the proper script into the basegame so that one can play without the espionage mechanics.

Steps to Reproduce​

Start the game as a neutral nation (Haiti recommended) with all DLCs (especially LaR) disabled and let the game run hands off until AI GER takes out France. Upon forming, Vichy will immediately be at war with Allies instead of staying neutral.
