Uprage Holding question

Playing as the king of Ibbon and i saved up enough money to improve my castle.
After about 4 years the upgrade just stopped. I didnt see any notification that it failed or anything. I know you are suppose to use your councillors to help the process.
Now is there a bug because I dont have an initial small level 1 holding? or did I miss something?

You need your castellan to improve holding, if not it will disappear(i believe)

Would that cause it to dissapear?

It might be due to that Ibben doesn't seem to have any of the base holding tree i.e. it's only the vanilla buildings, no "Large Ibbenese Castle" or similar.

I though this much, but is it an oversight or a bug?
If their not intended to upgrade their holdings you shouldnt be allowed to spend 1000g for nothing>
I hope this can is noticed and fixed
