It is just the way business is done these days. Advertise it as soon as you know about - don't worry if it never gets released - just put it out there ASAP before someone else gets the pre-order sale instead of you. If you have to refund the money, well, at least you got the use of the funds between the time of the pre-order and the time of the refund. So if you get 500 pre-orders at $40 then you have $20k to use in your business for three or four months. Even if you only bank it a get interest you come out ahead.
