US surrender does not work even without the Japs in the Axis and the surrender of the USA has no effect. USA leave the allies but is still at war with
the Axis.

I justed tested the event with a save of my own. The event has the effect that the Allies make peace with axis, USA and its puppets leave allies and the USA become fascist so they might join germany. Also CAL, TEX and CSA are relased but only their minimum. Maybe that should be increased?
When i load your save the event does not work properly. I guess it is partly due to japan being in axis and that there multible wars that mix things up. Maybe multible peace commands will help.
 
I tested the event without Japan in the Axis I got the same results.
 
It has always been a problem if a country is engaged in multiple wars. The peace command does not always kill all of them, sometimes multiple peace commands help and soemtimes not, sometimes it only helps to stagger events with peace commands (one calling another events in a series).

EDIT: a very odd game situation, even a white peace with GER doen't result in a complete peace. One has to leave the alliance first I asume so the other allied nation won't force you back into the war again.

This event worked better in 1.7 USA and Germany got there peace deal after the surrender even if japan was in the Axis.
