In my first Victoria: Revolutions game as the USA, I happened to recruit an infantry division of South Germans from Lansing, Michigan. I assumed that they would be classed as Regulars, but to my surprise they were classed as Natives. (This was in the 1850s.)

Presumably a bug.

You can only raise regular quality units in States. If the province is not a State then state cultured soldiers are raised as Colonial and non State cultured soldiers are native. Michigan start the GC as a non state province if you are set to convert it then you will end up with native German troops.
