Im playing as Prussia with the latest patch. I have loked around the bug reporting subforum but haven't seen it reported.

Every time a load a savegame my factories get fully staffed despite I have left them undermanned when I saved the game. I have a savegame if you want to take a look.

it has been that way since 1.0, and def since 1.03C. WAD I think.
