When an alien sees fit to establish an embassy with your empire, they indicate they wish to establish an embassy in their capital, rather than in yours.
As shown in the top of the outliner, my empire capital is "Gelbgarten", while these creatures are the Drull'Perfen Democratic Nation, their homeworld being, of course, Drull.
