Seems to me like a similar issue to the AMD graphics issue with EU4 (combat UI didn't show icons). Most likely an issue with AMD drivers if that is the case...

Yeah, as I suspected this issue seems to be AMD specific. I have found an report in our internal bug database for this issue so it's in there at least, but the fix seems to be illusive.

amd radeon hd 7850 - latest gpu driver (16.5.1 - beta version no whql though)
win 8.1 64 bit

the colors are all brown once you open the flag window and if you select the last flag icon (category doesn't matter) then the colors are normal again but the moment you hover over them they pretty much change to the color you hover over.

it's really more annoying than gamebreaking but annoying nonetheless.

EDIT: could it be the amd shader-cache or tesselation settings? on standard settings they are set on AMD-optimized...might that be an issue?
