[v1.0.3 (48f6) Dead leader elected for Illuminated Technocracy

1. Election for my Illuminated Technocracy came up.
2. I almost had the influence to pick a candidate so I was waiting for it to reach 200.
3. During the wait one the possible candidates died (a scientist).
4. I recruited a new one but the 4th option in the election screen remained empty.
5. I did not have enough influence now to choose one.
6. The empty leader slot got elected randomly.

If you do an emergency election you you can fix this. But it does cost influence

Yea, I learned that. Still, dead leaders should be dead and not in charge of a space empire!
