I also have seen this bug in game. The picture seems to be for archaeology and not warfare.

That's an odd one, because I got arrested development on one of my scientists just an hour ago, and it worked fine. (Showed the red logo, the exp gain -100% etc). Never had it on a general though, perhaps it's down to Leader type.
 
Same for me really, I've also got some arrested development traits earlier. May be this is not because of missing entry, but rather because of not being able to access (load) it in time and showing some internal resource key for this entry
