Probably wrongly applied fix or saves made before the fix.
Remove that line in both files should fix the issues for you:
it was 1.01 applies by steam and hotfix manually. then saved.

I am experiencing massive crashes in the game. Running 3 tests at maximum speed i got 3 crashes within less then 10 minutes...
looking thourgh the forum i noticed this siberia shield thing. Isnt it fixed in 1.01?
edit: replacing the shield file hasnt helped, still crashes at siberia event
