Deep Space Citadels Design Overwritten

Please explain your issue is in as much detail as possible.
I have systems filled with the maximum number of deep space citadels I could manage, being 4, and have made four unique tier three designs that should be applied to each. However, periodically (10-20 years), the design applied to the citadels will default to the terrible auto generated design, making me pay the full amount to refit them to my design. Additionally, if I open the fleet manager and dare look at my designs, occasionally they will be completely overwritten leaving me with an additional four copies of the terrible auto generated design with identical loadouts and names.
Steps to reproduce the issue.
I don't think I can suggest anything specific apart from having multiple deep space citadel designs and just waiting for them to swap. This has happened to me in at least one other save. Both were as the same empire on the starlit citadel origin.
